Barry Island and The Knap streets to become resident-only parking zones

Plans to impose resident-only parking restrictions on roads nearby Barry beaches are to proceed.

Residents living in parts of Redbrink Crescent and Friars Road, Adar Y Mor and adjoining streets, Earl Crescent, Dyfrig Street, Marquis Close, Heol Eryr Mor, Clos Yr Wylan and adjoining streets, Plymouth Road, will be issued permits enabling them to park outside their homes or elsewhere within the zone.

Similarly at The Knap, permits will be required on Heol-Y-Bryn, Heol-Y-Gaer and parts of Maes-Y-Coed, Glan-Y-Mor and Birch Grove.

They will be able to apply for one permit per car registered to their address and one additional visitor pass per household. The permits will be issued free of charge.

The Vale of Glamorgan Council say they are introducing the policy to protect residents from seaside visitors taking up spaces outside their homes.

A consultation ran from 29 April to 21 May, received nine formal objections.

Complainants took issue with the plan's scale, costliness and the fact that only one visitor pass will be issued.

Some felt that the restrictions would only result in parking issues on other nearby streets, displacing rather than solving the issue.

This could lead to areas such as the south side Friar's Road becoming narrowed or even "impassable", they wrote, if visitors parked there to access Jackson's Bay.

The council responded that although it is "inconceivable that extraneous parking will displace into areas outside of the proposed permit parking zones", those areas would be monitored and if parking or traffic did become an issue then they could be included in future proposals.

Changes to traffic regulation orders on Barry Island were also agreed on at the meeting: the report says that "several improvements to these existing restrictions are required to regulate parking and improve the free flow of vehicles".

A 'No Loading and Unloading at Any Time' traffic regulation order on the section of Paget Road on the north-western side opposite property numbers 1-6 Western Arcade will be introduced, as the Council says vehicles parking on the existing no waiting at any time restriction are preventing access for emergency vehicles.

Similarly, parked vehicles on Friar's Road and the unnamed lane that leads to the bowling green are obstructing traffic and pedestrian access, so a Prohibition of Waiting at Any Time and a No loading and Unloading at Any Time Traffic Regulation Order will be introduced.

An additional thirty-one disabled person, Blue Badge spaces will be created, making a total of forty-three Blue Badge holder parking bays on Friars Road and Paget Road.

To compensate for the loss of general use parking on Friars Road, the councils plan for 14 limited waiting parking bays on Station Approach Road, on both sides of the carriageway between its junctions with Breaksea Drive and Friars Road.

A No Waiting, Loading and Unloading at Any Time Traffic Regulation Order will be enforced on Ffordd Y Glannau to improve access and traffic flow.

Speaking during Monday's cabinet meeting, Council leader Cllr Neil Moore said: "We've had issues during the pandemic and during the high season with people parking here, there and everywhere, and causing disruption.

"This should help that situation."
