Council confirms waterfront agreement
Vale of Glamorgan Council has reached a legal agreement with the consortium of developers at Barry Waterfront through a Consent Order, which restricts their ability to sell further properties until much-delayed community facilities are completed.
The Council first announced it was considering legal action against the Waterfront Consortium, made up of national housebuilders Persimmon Homes, Taylor Wimpey and Barratt Homes, last August.
There have been severe delays to landscaping, road surfacing and work on open spaces at the waterfront.
Through meetings with the Council, residents have also raised complaints about the empty retail units within a commercial development known as The District Centre.
The Council's Leader, Chief Executive and other senior officers have been meeting with the consortium regularly over the past few months to press them into delivering these outstanding facilities as promised. There has been positive progress over this period in a number of areas of the Waterfront, and these meetings will continue until the infrastructure is finished.
As part of the agreement that limits house-selling activity, the consortium also has to pay the Council £10,000 to cover legal fees.
The Council had initially sought to obtain an injunction to ensure delivery of the public open space on the site, however the agreed Consent Order achieves the same outcome without the need for further court action, bringing a swifter conclusion for all involved.
Cllr Lis Burnett, Leader of the Council said: "I'm pleased an agreement has been reached to finally deliver all the outstanding community facilities that have long been promised to the residents of Barry Waterfront.
"Through regular meetings, we have made our strength of feeling clear to the developers in no uncertain terms and we have been determined to hold them accountable.
"The Council remains committed to ensuring that all community aspects of the Waterfront Development are completed and will consider all action available to ensure this happens."
