Vale Cabinet Agree to Progress Plans to Make Drinking in Public at Porthkerry Park Illegal

The Vale of Glamorgan Council has moved to clamp down on antisocial behaviour and mass gatherings in the Barry area which has been linked to excessive alcohol consumption by proposing the introduction of Public Space Protection Orders (PSPOs).

At a meeting today, the Council's Cabinet agreed to progress public consultation arrangements aimed at imposing the restrictions at six additional sites, making it illegal to consume alcohol in public areas there.

They are:

  • Rhoose Point
  • Porthkerry Country Park
  • Cosmeston Country Park
  • Penarth Pier and Esplanade
  • Ogmore beach and surrounding common land
  • Cwm Col-Huw in Llantwit Major

Already in place at a number of other spaces in the Vale, PSPOs give the Police and Council Enforcement Officers the power to confiscate alcohol and issue Fixed Penalty Notices to anyone not complying with the orders.

Cllr Neil Moore, Leader of the Vale of Glamorgan Council, said: "Over the past few weeks, there have been reports of mass gatherings and anti-social behaviour linked to excessive alcohol consumption at a number of prominent locations around the Vale.

"This behaviour is totally unacceptable, preventing other responsible residents and visitors from fully enjoying these attractions.

"Such incidents will not be tolerated, which is why my Cabinet colleagues and I have agreed to progress PSPO's to impose new restrictions on drinking at a number of locations.

These are similar to those already in place in other parts of the County where alcohol has been confiscated and fixed penalty notices issued. This decision allows us to do the same in other areas affected by unacceptable anti-social behaviour.

"I hope this sends out a strong message that we will take action to address incidents of disorder and tackle the inconsiderate minority that spoils outdoor spaces for everyone else. If people are not prepared to act responsibly and obey the legislation, then the message is simple. Please stay away."
